Battelle elected Vicky Bailey to its board of directors on Aug. 29. Bailey previously served as president of PSI Energy Inc., commissioner of the Federal Energy Regulatory Commission and assistant secretary for policy and international affairs for the U.S. Department of Energy. She is now a partner with the Washington, D.C., firm of Johnston & Associates.

David Armstrong is the new chief financial officer of Bonneville Power Administration. Armstrong, who has been with BPA for 25 years, began his new job Aug. 22. He was previously the manager of the agency's power trading floor.

Energy Northwest has appointed K.C. Golden to its executive board. Golden, who is currently the policy director of Climate Solutions, will serve on the board until June 2009. From 1999 to 2002, he was a special assistant to the mayor of Seattle for clean energy and climate protection initiatives.
