Slowly, but steadily, utilities around the country are taking steps to prepare a combined construction and operating license (COL) for a new nuclear power plant -- like this small project at Duke Power:
Duke Power Co. has put up a tower outfitted with meteorological equipment on land in southeastern Davie County that is being considered as a possible site for a nuclear power plant.

The tower is being used to gather weather and climate information for a siting study, which company officials say they expect to finish early this year.
Small, but significant.
