Prime Minister Jan Peter Balkenende's ruling coalition already has approved the plan to keep the Borssele reactor close to the North Sea coast in the southern Netherlands open until 2033, but lawmakers have to formally sign off on the measure in a vote expected by late Tuesday.
Early in the day, just two protesters stood outside parliament handing out anti-atomic energy leaflets.
