In a report about Michigan's future electricity needs, the state's Public Service Commission advised against building any new nuclear power plants until the following pre-conditions are met:
  • The NRC's licensing process has been tested.
  • At least one new plant has been sited.
  • The issue of used fuel disposal has been decided.
